(1) The Research and Development Department ensures the fulfilment of the tasks of the Ministry of Culture in financing research and development in the Ministry of Culture pursuant to legal regulations[1].
(2) Within this competence, the Research and Development Department, in particular:
a. prepares essential non-legislative documents for the field of research, development and innovation for the department of the Ministry (research and development concepts, research programs, etc.), in the preparation of these documents it cooperates with relevant departments of the Ministry,
b. ensures the notification of relevant research, development and innovation documents of the Ministry to the European Commission (EC), discusses with the EC the issue of public support for research, development and innovation from the budget chapter of the Ministry,
c. is the responsible department of the Ministry in relation to the Research, Development and Innovation Council (R&D&I Council), cooperates with the R&D&I Council on the preparation of essential documents of a legislative and non-legislative nature for the field of research, development and innovation in the Czech Republic, is responsible for the fulfilment of the tasks set by the R&D&I Council for the area of research, development and innovation,
d. processes, on behalf of the Ministry, the proposal for State Budget expenditures for research, development and innovation in the required structure, discusses this proposal with the R&D&I Council; in cooperation with the Economic Department, prepares the basis for applying the proposal for these expenditures to the proposal for State Budget expenditures of the budget chapter of the Ministry,
e. ensures, in cooperation with the Economic Department, a summary evaluation of the research, development and innovation support provided for the relevant budget period for the State Final Account of the department of the Ministry, in cooperation, settles unspent support with the State Budget,
f. organizes and ensures the activities of the minister's advisory body – Minister of Culture Research Council
g. announces public tenders in research, development and innovation for the research programs of the Ministry, ensures the preparation of documents for public tenders in research, development and innovation (project applications, tender documentation, opponent's opinions, evaluation protocols, etc.) in accordance with relevant legal regulations,
h. ensures the evaluation of projects from public tenders for research programs started after 2011 in the manner established by Act No. 130/2002 Coll., as amended, and their results, and controls the use of the support provided for these projects,
i. ensures the transfer of data to the Research, Development and Innovation Information System (IS R&D) for research activities and their results,
j. fulfils the tasks of the R&D&I Council in the area of research, development and innovation evaluation and their results according to the valid Methodology for Evaluating Research Organisations and RD&I Purpose-tied Aid Programmes
k. evaluates research organizations established by the Ministry of Culture and their long-term concepts for the development of research, development and innovation; issues the decision of the Ministry of Culture on the provision of institutional support for the long-term conceptual development of research organizations, and evaluates the fulfilment of goals and results achieved on the basis of the support provided
