European Union Unit

European Union Unit is a management unit of the Ministry in the area of relations with the European Union and the Council of Europe. In the assigned section: a) coordinates the fulfilment of the Ministry's tasks resulting from the Czech Republic's membership in the European Union and the Council of Europe and represents the Ministry externally in this matter; b) is the administrative department of the Ministry for the relationship with the Ministry of Foreign Affairs within the scope of the Ministry's powers arising for it from membership in the European Union and the Council of Europe; c) registers obligations arising from international agreements in relation to the European Union and the Council of Europe, the fulfilment of which has been assigned to the Ministry, and in their fulfilment cooperates with other relevant departments of the Ministry; d) is responsible for the administration of the database of regulations of the European Communities (ISAP) and uses the outputs from it in cooperation with other departments of the Ministry to ensure the harmonization of legal regulations in the area of the Ministry's substantive competence with the legislation of the European Communities and provides data from this database to individual departments; e) organizes and ensures contact between Ministry employees and representatives of the European Union and the Council of Europe.

 

Long-term priorities of the Ministry of Culture concerning future activities of the Czech Republic in the European Union

The Ministry of Culture has the following key priorities:

Securing and conservation of the cultural heritage

  • Digitisation of the cultural heritage and on-line access to it – fulfilment of national strategies on digitisation and strategies concerning long-term storage
  • Measures for securing protection and conservation of movable and immovable cultural heritage

Mobility

  • Mobility of art collections
  • Mobility of artists

The economy of culture linked to the Lisbon Process

This priority is related to the following documents:

  • The Economy of Culture in Europe (a study of the EU Commission)
  • Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on a European agenda for culture in a globalizing world of 10 May 2007
  • Presidency Conclusions of the Brussels European Council of 8 to 9 March 2007, according to which “Particular attention should be given to stimulating the potential of SMEs, including in the cultural and creative sectors, in view of their role as drivers of growth, job creation and innovation”. (Article I (7))

Adoption of specific measures for the implementation of conclusions of these documents and their development related to the sphere of culture is expected in the upcoming period.

Audiovisual media and intellectual property

Focus on the EU legislation concerning audiovisual media and intellectual property resulting from the development of new technologies and services.

Community programmes and activities

Participation in Community programmes “Culture (2007-2013)” and “MEDIA (2007-2013)”, which contribute to the cultural dialogue; at the same time, they are aimed at facilitating the exchange of artists and objects of cultural heritage and helping to increase the competitiveness of the European audiovisual sector.

Participation in Community projects:

  • European Year of Intercultural Dialogue 2008 (the office is located at the Arts Institute – Theatre Institute)
  • European Year of Creativity and Innovation 2009 (within the competence of the Ministry of Education, Youth and Sports)
